We are playing a key role in protecting the coastline in Wyre – safeguarding homes and businesses, enhancing biodiversity and creating long-term social impact.
Rising sea levels and the growing impacts of climate change mean Wyre’s coastline faces increasing risk of flooding and erosion. Without action, more than 11,900 homes and businesses would be at risk, with large parts of the borough predicted to be below sea level within 15 years.
To help safeguard the community, Balfour Beatty was appointed by Wyre Council – working in partnership with the Environment Agency – via the SCAPE Civil Engineering framework to deliver the Wyre Beach Management Scheme. The £38.5 million coastal defence project will strengthen existing infrastructure, enhance biodiversity and protect local communities for generations to come.
A two-phase programme
The Wyre Beach Management Scheme has been carefully structured into two phases, balancing the need for immediate protection with long-term coastal resilience.
Phase 1 (2023)
We delivered 900m of rock toe protection and a precast wall, reinforcing existing sea defences and protecting against immediate risks.
Phase 2 (2023–2026)
We’re constructing 35 new rock groynes using 190,000 tonnes of sustainably sourced granite. New crossover ramps are also being installed to improve access to the beach for residents, visitors and maintenance teams.
Early contractor involvement, facilitated via the SCAPE Civil Engineering Framework, has enabled us to plan efficiently, minimise disruption and manage risk while ensuring the project meets the needs of both the community and the environment.

Delivering social, environmental and community value
To ensure that we leave a positive and sustainable legacy for Wyre, we developed a bespoke social impact plan to maximise value. This included:
- Biodiversity gains: Creating new rock pools and bird roosts to support marine life and enhance natural resilience.
- Community impact: Delivering £1.7m in validated social value through apprenticeships, school visits, placements and volunteering opportunities to inspire and promote careers in construction, while engaging with local community groups to support learning and participation.
- Cultural connection: Installing themed hoardings and storytelling elements that reflect Wyre’s coastal identity and build local pride.
- Economic benefit: Creating local jobs, providing training and engaging with our local supply chain to ensure investment in coastal protection supports the regional economy.
