We are open to base location for this role however travel is required to sites and regional offices. 

What you'll be doing

The Head of Procurement for Highways is responsible for developing and implementing effective supply chain engagement, management and procurement activity across the Highways Business and each Project within the Highways portfolio including overseeing the procurement input into work winning and early engagement opportunities. 


The role will also oversee procurement management support where necessary for the @OneAlliance team.  The role is responsible for ensuring a sector leading internal and external supply chain resource to support current and forecasted growth where customer value is maximised.



  • Creating market leading procurement strategies for new pipeline opportunities

  • Creating and implementing Project Procurement & Supply Chain strategies for new projects and schemes which deliver customer commitments and value and are aligned with Group Procurement and wider Business requirements.

  • Ensure new projects are safely mobilised from a procurement perspective (competent resources, systems and process in place)

  • Oversee the procurement input into tendering and PQQ opportunities (market pricing, shaping and developing qualitative procurement responses).

  • Taking the strategic overview of programme level requirements to develop new supply chains and build early collaboration with suppliers to maximise innovation and value.

  • Leading and shaping the procurement and supply chain management plans and reporting processes.

  • Work closely with the Procurement Director to deliver the TEPMP procurement and supply chain management plans and reporting processes.

  • Establish performance led, long term supplier relationships focusing on value for money, service & product quality and continuous improvement to drive competitive advantage for Balfour Beatty.

  • Identify demand and capacity issues within the supply chain and the development of risk mitigation strategies.

  • Keep abreast of market developments, demand trends and risks, and ensure that each client’s requirements are understood

  • Focus on exceeding minimum service expectations by delivering an agile, value adding service with a deep understanding of customer requirements, technical competence, functional knowledge and process efficiency.

  • Contribute to communications with the wider procurement team to share information and learning from within the team.

  • Oversee the development of contracts and agreements, supporting Procurement Managers in important negotiations, to ensure the most advantageous outcomes and to manage risk effectively.

  • Lead, develop and coach individuals to build high performing teams and create a pipeline of talent.

Who we're looking for

The following experience/qualifications are essential:



  • Substantial project level procurement, supply chain and market management experience – preferably with working experience of suppliers, subcontractors and managing customer requirements.

  • Proven track record within strategic sourcing, managing supplier relationships, negotiation, process compliance, leading complex sourcing activities and supplier integration into project teams. 

  • Excellent analytical skills, strong commercial awareness, a measured approach to decision making and the ability to ensure best value procurement. The ability to adopt a pragmatic, yet disciplined approach to process compliance, is essential.

  • Excellent People management skills that will deliver objectives while taking into account the skills, personalities and needs of employees. 

  • Highly results orientated (proven track record of exceeding targets)

  • An understanding of legal frameworks and contract law is essential.

  • MCIPS qualification or degree is desirable.
