About the role

Balfour Beatty are currently looking for a Highways Utilities Coordinator (Deputy) to join our Connect Plus Services (CPS) team based around the M25.


As Highways Utilities Coordinator (Deputy), you will support the Utilities Coordinator with the review and approval of all permits to break ground, ensuring that all works are planned in accordance with Balfour Beatty’s Avoiding Danger from Services policy, HSG47, and GS6. You will also work closely with site teams to achieve a fully compliant and safe delivery of all works within the utilities sphere, always striving for best practices and continuous improvement.


This role is ideal for someone who thrives in an established yet dynamic environment, enjoys problem-solving, and wants to take on increasing responsibilities in utilities management. You will act as a key point of contact with service providers, coordinating access requirements and resolving on-site issues, ensuring that breaking ground activities across the M25 network are carried out safely and efficiently.

What you'll be doing

As a Highways Utilities Coordinator (Deputy), you will:



  • Oversee and support the permit approval process for breaking ground.

  • Conduct utility surveys with operational teams to develop safe work methodologies.

  • Perform site visits to ensure full compliance with Permit to Break Ground (PTBG) processes.

  • Liaise with utility owners (internal and external) to coordinate approvals and resolve on-site issues.

  • Engage with teams through regular site and depot visits, driving process improvements and training.

  • Assist the Utilities Coordinator with asset enquiries and administrative tasks.



Working Arrangements:


We have offices across the M25 and offer flexibility in choosing your preferred base location. This role involves travel across the M25 network, and a company van and fuel card will be provided to support your work.


 

Who we're looking for

Essential Skills & Experience:


We welcome applicants from all backgrounds who bring the following:



  • A full, clean UK driving licence (B/B1)

  • New Roads and Street Works (NRSWA) – Supervisor certification

  • Knowledge of Statutory Undertakers' safety and control procedures

  • Ability to read and interpret utility drawings

  • Proficiency in MS Word, Excel, and Outlook

  • Understanding of Overhead (GS6) and Underground (HSG47), PAS-128/256 procedures and constraints in working around of multi-utility’s

  • Experience of construction works that interface with underground and/or overhead utilities.
