Delivering a safer, more reliable motorway network through a comprehensive asset renewal programme.
Balfour Beatty is delivering a comprehensive asset renewal programme for Connect Roads, focused on the M1-A1 Link Road motorway network. Under the long-term Design-Build-Finance-Operate (DBFO) contract, our goal is to maintain and replace critical infrastructure – including bridge joints, lighting, signage and drainage assets – so Connect Roads and National Highways receive a network that is safe, reliable and Built to Last.
An innovative approach to renewal
Traditionally, renewals were delivered in isolation, with asset categories managed separately. This often led to inefficiencies, delays, and increased disruption for road users. By integrating the renewal programme, we coordinated all asset works in sequence – ensuring renewals met specification, stayed on schedule, and reduced impact on road users.
In just four years, this approach has transformed how we use road space. Road space bookings increased from around 500 to more than 1,200 at peak, while the proportion of shared closures rose significantly from 25% to 80%.
By coordinating access and increasing the use of shared closures, we reduced the number of standalone interventions, minimised disruption to road users and improved efficiency across more than 135 renewal projects. This approach also supported our Zero Harm commitment by reducing overall exposure to live traffic and managing fatal risks for Traffic Management Operatives.

Delivering value
The renewal programme is already delivering clear benefits, such as:
- reducing the risk of asset failure and minimising the need for reactive maintenance through the scheduled replacement of infrastructure
- improved lighting and clearer signage enhance visibility, safety and sustainability through LEDs, reduced emissions, low maintenance and minimised light pollution
- fewer closures, smoother journeys and a more reliable network for road users
- long-term value for National Highways and Connect Roads, as we hand back assets that will last well beyond the contract period, reducing future costs and disruption.
A collaborative effort for lasting results
The programme’s success relied on close collaboration between Balfour Beatty, Connect Roads and a range of specialist partners. Despite challenges in onboarding and tight timelines, the team delivered to standard and on time. Lessons learned, such as the importance of early subtractor engagement and structured planning will inform future projects.
The M1-A1 Link Road asset renewal programme stands as a benchmark for hand-back contracts. By coordinating works and focusing on long-term outcomes, the project shows how proactive management and collaboration can deliver safer, more efficient infrastructure for the future.
