Our highways capabilities span the full asset lifecycle, from construction through to routine and winter maintenance and the day-to-day operation of motorways and dual carriageways. We also deliver asset renewals and technology upgrades to keep the network performing safely and efficiently.

Managing large sections of the motorway and trunk road infrastructure allows us to take a network-wide view. This enables us to reduce disruption, improve journey time reliability and enhance safety for road users. We work in long-term partnership with customers including National Highways and Transport Scotland, supporting their objectives through collaborative, performance-driven delivery.

As part of the Connect Plus Services (CPS) consortium, Balfour Beatty operates and maintains one of Europe’s busiest motorways, the M25. We use innovative tools to model scenarios, forecast demand, optimise programmes and deliver measurable whole-life value. By taking a strategic, insight-led approach, we help our customer, National Highways, reduce cost, improve efficiency and enhance the experience for road users and communities.

Highways asset renewals

Building on our asset management expertise, we deliver targeted highways asset renewals that extend asset life and maintain performance across the network.

From resurfacing and barrier replacement to structural strengthening and technology upgrades, our renewal programmes are carefully planned to minimise disruption while maximising long-term value. By integrating renewals with operational and maintenance activities, we ensure interventions are timely, efficient and aligned with customer priorities.

We deliver a comprehensive range of renewal services, including:

  • pavement and carriageway renewals: resurfacing and rehabilitation to improve safety and ride quality
  • barrier and safety system replacement: upgrading vehicle restraint systems to meet modern standards and enhance road user protection
  • bridge and structure strengthening: using advanced techniques such as fibre-reinforced polymer (FRP) and cathodic protection
