Balfour Beatty Living Places secures £60 million highways maintenance contract from Southampton City Council

Balfour Beatty Living Places today announces that it has been awarded a £60 million five-year highways maintenance contract by Southampton City Council. 

The contract, awarded through the SCAPE framework, builds on the current 15-year contract which ended in September 2025, extending the award-winning partnership until September 2030.

The contract will see Balfour Beatty Living Places continue to deliver reactive and proactive highways maintenance services including highway improvements and winter services as well as refurbishment works to the Itchen Bridge and Above Bar Street, to support the Council’s Connected Southampton 2040 vision.

In addition, Balfour Beatty Living Places will trial an e-cargo bike for highways inspections, to reduce carbon emissions as part of its Building New Futures sustainability strategy and the Council’s commitment to greening the City. 

This latest contract award follows a history of successful and collaborative working with the local authority; maintaining 594 kilometres of road, constructing the Southampton Cycle Network, delivering the UK’s first hydroponic living wall on a highways junction and integration of responsibility for the management of ‘Citywatch’ - the city-wide 24/7 CCTV public safety and traffic monitoring control hub.

“This new contract secures best value for local people when it comes to delivering highway maintenance and place making schemes, and fantastic social value benefits ranging from education and employment opportunities to local spending and volunteering.”

The contract commences on 01 October 2025 and at peak, will employ a workforce of c.115, including six apprenticeship positions.
