What you'll be doing

As a Street Works Coordinator in our Network Management Team, you'll play a key role in coordinating activities on the public highway, ensuring safe, efficient, and compliant works while minimising disruption to road users. Your main responsibilities will include:



  • Reviewing, assessing, granting, or refusing Permit and Lane Rental applications for works on the public highway, including imposing appropriate conditions to optimise road space coordination.

  • Evaluating and approving traffic management proposals, as well as licences for works on highways, footways, and cycleways, while providing specialist advice and direction to consultants, contractors, East Sussex Highways, statutory undertakers, and other stakeholders.

  • Representing the County Council at internal and external meetings, contributing research, analysis, and reports, and supporting the preparation of agendas, minutes, and briefings for senior staff where required.

  • Handling customer enquiries (via phone, email, or in person) with accurate, timely advice and guidance; researching issues, responding to complaints in line with Council policies, and working to resolve them effectively.

  • Monitoring and contributing to designated income/expenditure budgets, identifying permit opportunities to support team income targets, and preparing management information through data analysis, manipulation, and presentation.

  • Maintaining and updating paper and ICT-based systems (including those required under NRSWA and TMA) to ensure accurate, secure, and timely recording of road works coordination data for meetings, stakeholders, and reporting.

  • Coordinating, reviewing, and issuing licences such as skips, scaffolds, and Section 50 applications, as well as processing TTRO (Temporary Traffic Regulation Orders) and TTRN (Temporary Traffic Regulation Notices) in compliance with relevant legislation and guidance.

  • Supporting the monitoring of statutory undertaker and utility works through inspections, compliance checks, and the issuance of Fixed Penalty Notices (FPNs) and defects where non-compliance occurs.

  • Participating in consultation exercises, public/stakeholder events, and exhibitions — including preparing schedules, publicity materials, and providing on-site support.

  • Contributing to the review, development, and improvement of local systems and processes to maintain high-quality services that meet corporate standards, key performance indicators (national and local), and team objectives.

  • Assisting with mentoring, coaching, and training colleagues to support learning, development, and service delivery standards.

  • Liaising proactively with customers, stakeholders, and colleagues to recommend actions, review service effectiveness, and drive performance improvements.

  • Supporting emergency response and business continuity activities, including out-of-hours or exceptional duties when required to maintain critical services.


This role offers variety, combining technical coordination, stakeholder engagement, data handling, and compliance enforcement in a fast-paced environment dedicated to keeping East Sussex's highways safe and efficient.

Who we're looking for

We are seeking a dedicated and organised Street Works Coordinator to join our team and help manage road and street works effectively, ensuring compliance, minimising disruption, and supporting our network management objectives.


Essential criteria:



  • Educated to GCSE standard (or equivalent) as a minimum.

  • NRSWA Accreditation (New Roads and Street Works Act qualification) — preferred but not essential; we will support the right candidate to achieve this if needed.

  • Excellent IT skills, including proficiency in Microsoft Office (particularly Word and Excel) and strong report-writing abilities to produce clear, accurate documentation.

  • Outstanding communication skills — able to convey information clearly and concisely, both orally and in writing, using plain English to engage effectively with a diverse range of internal colleagues, utility companies, contractors, highway authorities, and other external stakeholders.

  • Solid working knowledge of relevant policies, procedures, and legislative requirements, particularly those relating to street works permitting, notices, and Lane Rental schemes.

  • Practical experience working in a Network Management, highways, street works, or permitting environment, with an understanding of coordinating works to reduce traffic disruption and ensure regulatory compliance.


Desirable qualities (would be advantageous):



  • Experience using street works IT systems (e.g. Street Manager, Confirm, or similar EToN/Permitting platforms).

  • Familiarity with the Traffic Management Act 2004, Permit Schemes, and associated Codes of Practice.

  • Ability to prioritise tasks, manage deadlines, and handle multiple permit applications or enquiries simultaneously.
